July 29, 2015 The latest high-rise condo in Toshima Tokyo is on top of a city hall.

Toshima Ecomuse Town is an urban redevelopment project combining vertically a city hall (Toshima City Office) and a high-rise condominium (Brillia Tower Ikebukuro). The condo tower up to 49th floor, housing more than 400 residential units privately owned, is placed on top of the lower portion of the building open for the public, primarily occupied by the city hall of Toshima. The tower is supported on a rubber base isolation system just above the level of a beautiful sky garden. Enormous thanks are due for his guidance all along to Mr. Kuroki Masao of Nohon Sekkei, as well as to the condominium developing partner Funenkousha for their time without which this type of visit to a privately-owned high-rise condo must have been impossible.
